HPIbet is the closest thing Canada has to a national racebook. Woodbine Entertainment has run it since 1997, first as a telephone service called Horseplayer Interactive, and it now carries more than 450 tracks for residents across the country. Outside Ontario it is, for most Canadians, the only legal way to bet a race online.
It is not a sportsbook and it does not try to be one. What it offers is depth: Mohawk on a Tuesday night, Woodbine on Plate day, Gulfstream in February and Japanese racing while the country sleeps, all bet into pari-mutuel pools.
HPIbet earns its place as the default racing account for Canadians. Its track list is far longer than anything a sportsbook tab offers, its pools are Woodbine's own, and it now powers OLG's racing section as well. The trade-off is that it feels like a tool for regular horseplayers rather than a casual app, and since Woodbine closed Dark Horse Bets in 2025, there is no gentler Woodbine option for newcomers outside Ontario.
We rate it 8.2 out of 10. It is best for:
Scale matters too. In 2022, about 38,000 customers placed a bet on HPIbet, and the platform handled C$592 million in wagering.
Yes. HPIbet is the advance-deposit wagering (ADW) platform of Woodbine Entertainment, a racecourse association whose pari-mutuel betting is supervised by the Canadian Pari-Mutuel Agency under section 204 of the Criminal Code. Federal regulations require a racecourse association to hold written CPMA authorization before it can take account bets.
Accounts are for residents of a Canadian province aged 18 or over, according to Woodbine. HPIbet is open to Albertans, who cannot bet racing on their province's new regulated sportsbooks, and to bettors in Ontario, where it sits alongside bet365 and OLG.
Every bet is pari-mutuel. Fixed-odds betting on horse racing is not permitted in Canada, and when single-event sports betting was legalized in August 2021 the Criminal Code kept that exclusion in place.
The menu changes with the seasons, but it is broad all year. Woodbine has said the list runs past 500 tracks at peak times.
The basic minimum is a C$2 bet. You get the straight bets (win, place and show) and the exotics, which Canadian tracks call exactors, triactors and superfectas, along with doubles and multi-race bets such as the Pick 4, Pick 5 and Woodbine's Jackpot Hi-5. Which pools are offered depends on the host track.
For illustration: you bet C$2 to win on a horse at Woodbine. The final win pool is C$10,000, the takeout in this example is 15%, and C$1,000 was bet on your horse. The C$8,500 left is shared at C$8.50 per dollar, so your ticket returns C$17.00, or 8.50 in decimal odds (7.50-1 on the tote, +750). Had more money come in late on your horse, the payout would have been lower.
Watching the race matters more in pari-mutuel betting than almost anywhere else, because you are often betting minutes before post. HPIbet has built its site around live video for years: its 2015 relaunch added a Streaming Centre for watching four tracks at once, and later updates added multi-screen race views and trip notes. Video rights vary by track, so not every race on the menu will have a picture.
The approach suits handicappers. A sports bettor who wants a single tap on the favourite may find it busy, and that is the gap bet365 and OLG fill in Ontario.
HPIbet's current platform has been built with responsive design since 2015, so the same account works in a phone, tablet or computer browser. Mobile is now the main way in: Woodbine has estimated that about 75% of HPIbet connections come from mobile devices. Telephone betting, where the service began, was phased out at the end of 2022.
Ontario players who prefer an app have two other routes into the same Woodbine pools: bet365's racing tab and OLG's Live Horse Racing section in the OLG app, which is powered by HPIbet.
As an advance-deposit wagering site, HPIbet works on a simple rule: money goes in before bets go out. You fund the account in Canadian dollars, each bet is drawn from your balance, and winnings are credited back when the race is declared official. You do not need a balance in a sportsbook or lottery account to use it.
Deposit and withdrawal methods are listed in the account's cashier when you sign up. Set a deposit limit at the same time, before the first race of the day.
Racing runs almost around the clock once international tracks are included, which makes limits more important, not less. Decide a daily budget before the first post time, use deposit limits and time-outs in your account, and remember that exotic tickets are long shots by design.

If you are in Ontario and only bet the big days, bet365 or OLG may be all you need. If you bet racing most weeks, or live anywhere else in Canada, HPIbet is the stronger choice. See our Ontario horse racing guide for more.
